Where do the notes come from in PowerPoint?

From the “Notes” field under the slide. While presenting, only the speaker sees them in presenter view; they never appear in the projected deck.

Why do I see no notes at all?

The presentation has none filled in. Turn on the text from the slides so you at least get an outline.

Does it handle the older PPT format?

No, PPTX only. Open an old PPT in PowerPoint or LibreOffice and save it as PPTX.

Is the presentation uploaded to a server?

No. The file is unpacked and read right in the browser, so even a deck that must not leave the building goes through.
